So how exactly does all this work? I understand that the top 15 go in fan voting. But what happens after that?

2nd in Command!

After the season is over they evaluate the top vote getters applying some weighting based upon several factors. They will then come up with some finalists and then the fans get to vote again, with the final vote tallys counting, if I remember correctly, as 25% of the deciding criteria. So, we the fans, do make a difference.
When I get time, I will find the exact answer to your question and post it.

what scares me is how quickly ASU is gaining...they have gotten nearly 3,000 votes in the last 48 hours...they could be in 2nd place before the weekend.
