In Atlanta the city bought a couple of high rises (and I mean, like high, not 8 stories) and sold them to Georgia State for $1.

State in turn has turned several floors into offices, rents some of the floors and is converting others into classrooms.

I know that's probably too progressive for Chattanooga, but still, I found it interesting that the city did it for Georgia State when there is more than 1 university within Atlanta.
